COVINGTON CITY COUNCIL AND PLANNING COMMISSION

FOR JANUARY 13, 2026, AT 6:00 PM
ONLY CITY COUNCIL MEETING FOR JANUARY 2026

Notice is hereby given that the Council for the City of Covington, Virginia, will conduct a Joint Public Hearing with the Covington Planning Commission pursuant to Section 15.2-2204(A) of the Code of Virginia (1950, as amended) on Tuesday, January 13, 2026, at 6:00 PM in the Council Chambers of City Hall, located at 333 W. Locust Street, Covington, Virginia.

The joint public hearing is to consider:
The City of Covington’s Building and Zoning Office has received a request from Sherry Barker regarding the property located at 515 E. Cypress Street (Lot 20, Block 293, Section 8), which is zoned C-2. Mrs. Barker is requesting a Special Exception Permit to allow a freestanding structure that was installed as a replacement for the former front awning prior to receiving approval. This request seeks authorization for the structure to remain on the property.

Any person desiring to be heard in favor of, in opposition to, or to express his or her views with respect to the proposed action may appear before and be heard by the City Council during the Public Hearing in the City Council Chambers, Covington City Hall, on the above-stated date and time.

The City of Covington would like to make citizens and businesses aware that All City of Covington offices will be closed on Monday, January 19, 2026, in observance of Martin Luther King, Jr.’s birthday. The Refuse Collection for Monday, January 19, 2026, will be collected on Tuesday, January 20, 2026. State Offices (Commissioner of Revenue, Treasurer and Registrar) will be closed on Monday, January 19, 2026. All offices will reopen on Tuesday, January 20, 2026.

EMERGENCY PROCUREMENT NOTICE

Emergency Procurement Notice

Contract Date: 1/5/2026-Complete

Provider: Lanford Brothers Company, Inc.
Purpose: Procurement of Non-Professional services to repair/replace Oak Wedge blocking under the Rayon Bridge. This has been a critical recommendation by our bridge inspection firm (Mattern & Craig) and per VDOT and the FHWA if the repairs are not made it could result in the closure of the bridge all together. The cost of project estimated to be $ 38,000.00 and will be updated if necessary.

Lifting a Boil Water Advisory

Boil Water Advisory to Consumers of 

The City of Covington LIFTED

As of December 20, 2025, the Boil Water Advisory has been lifted for homes in The Water Treatment Plant of the City of Covington.

The Boil Water Advisory was issued on December 16, 2025, after service interruption and loss of water pressure to customers of The City of Covington Water Treatment Plant.

A series of bacteriological samples were collected and sent to a state certified lab. All samples collected on December 17th & 18th were absent of both total coliform and E. coli bacteria in the area where the Boil Water Advisory is currently being lifted.

Following flushing the service line and premise plumbing, residents can safely resume normal use of their tap water.

RAYON BRIDGE WEIGHT TONNAGE CHANGE

EFFECTIVE IMMEDIATE DECEMBER 22, 2025


The City of Covington would like to make our citizens and business owners aware that the Rayon Drive Bridge will be now posted for a 6-ton rating, effective immediately on December 22, 2025. Please take alternate routes to avoid the bridge if your weight exceeds the new posted 6-ton weight limit.

HAWTHORNE STREET BRIDGE CLOSURE

The City of Covington would like to make our citizens and business owners aware that the Hawthrone Street Bridge will be receiving repairs starting December 1, 2025 until September 2026. These repairs will cause the bridge to be CLOSED. Please take alternate routes to avoid this area.

100 Block of W. Riverside Lane Closure

October 27, 2025

The City of Covington would like to make citizens and businesses aware that beginning Monday, October 27, 2025 from 7:00 a.m. until 5:00 p.m., there will be lane closures on the 100 block of W. Riverside for road repairs.  The lane will remain closed during these hours until the project is complete.

Downtown Area Road Closure

The City of Covington would like to make citizens and businesses aware that on Monday, September 22, 2025, from 7:00 a.m. until 5:00 p.m., the 100 block of N. Court will be closed for road repairs. The block will remain closed during these hours until the project is complete.

Alleghany County Transfer Station usage for City Residents

Effective August 1, 2025

The City of Covington would like to make residents aware that effective Friday, August 1, 2025, if you personally take refuse to the Alleghany County Transfer Station, you will be responsible for any and all fees.

Residential Charges @ Island Ford Transfer Station as of August 1, 2025

0 - 1/4 ton =

 $   25.18

         

1/4 ton - 1/2 ton =

 $   50.36

         

1/2 ton - 3/4 ton =

 $   75.53

         

3/4 ton - 1 ton =

 $ 100.71

         

For car tires, the charge will be $2.00 each.

     

For truck tires, the charge will be $4.00 each.

     

For appliances, the charge will be $10.00 each.

     

City residents will need to supply the transfer station with their current

 

address for billing purposes.

 

The City of Covington will bill City residents for these services and payment can be made to the City via mail or at the City’s Treasurer’s Office.

         

The City of Covington’s refuse trucks will still pick up your refuse on your normal day.
