JOINT PUBLIC HEARING NOTICE

COVINGTON CITY COUNCIL AND PLANNING COMMISSION

 JUNE 9, 2026 AT 6:00 PM

Notice is hereby given that the Council for the City of Covington, Virginia, will conduct a Joint Public Hearing with the Covington Planning Commission pursuant to Section 15.2-2204(A) of the Code of Virginia (1950, as amended) on Tuesday, June 9, 2026, at 6:00 PM in the Council Chambers of City Hall, located at 333 W. Locust Street, Covington, Virginia.
The joint public hearing is to consider: The City of Covington’s Building and Zoning Office has received a request regarding a Lot Consolidation Plat for the property located at 1011 N. Rockbridge Avenue, known as the former Rivermont School property and the adjacent playground area extending over the hill to Dry Run Creek. The proposed lot consolidation would eliminate interior lot boundary lines for the site, which consists of approximately 3.757 acres. The purpose of the lot consolidation is to provide compliance with applicable setback requirements for the site as provided in the City’s zoning ordinance. The redevelopment plans include 17 residential units in the former school building and 32 residential units in new construction on the current playground area, for a total of 49 residential units. Any person desiring to be heard in favor of, in opposition to, or to express his or her views with respect to the proposed action may appear before and be heard by the City Council and Planning Commission during the Public Hearing in the City Council Chambers, Covington City Hall, on the above-stated date and time. Notice is hereby given pursuant to Section 15.2-2506 of the Code of Virginia as amended, that the Covington City Council, at its meeting on June 2, 2026, at 6:00
p.m. will hold a public hearing to consider the adoption of the City of Covington Budget and Fee Schedule for Fiscal Year July 1, 2026, through June 30, 2027. All
people who wish to be heard concerning the adoption of said Budget may appear before City Council at its meeting to be held at City Hall on the above-mentioned
date at 6:00 p.m. There are no proposed tax rate increases. Real Estate remains $0.85/$100, Personal Property remains $3.08/$100, and Machinery & Tools
remains $2.76/$100. There are proposed fee increases for Water Residential (non-metered) of $7.00 from $29.50 to $36.50 monthly, Wastewater Residential (nonmetered) of $7.00 from $38.50 to $45.50 monthly, and Residential Refuse Collection remains the same at $32.00 monthly. Proposed are Water Commercial fee increases of 23.73% to the base minimum rate and additional usage volumes. Proposed are Wastewater Commercial fee increases of 18.18% to the base minimum rate and additional usage volumes. The Proposed Refuse Collection fees will not have an increase.

Lifted Boil Water Advisory

As of May 15, 2026, the Boil Water Advisory has been lifted for homes in The Water Treatment Plant of the City of Covington. The Boil Water Advisory was issued on May 8, 2026, after service interruption and loss of water pressure to customers of The City of Covington Water Treatment Plant. A series of bacteriological samples were collected and sent to a state certified lab. All samples collected on May 12, 13, & 14 were absent from both total coliform and E. coli bacteria in the area where the Boil Water Advisory is currently being lifted. Following flushing the service line and premise plumbing, residents can safely resume normal use of their tap water. INFORMATION

The City of Covington Treasurer’s office would like to make citizens, businesses and visitors aware that the Personal Property and Real Estate tax bills have been mailed and will be due by June 5, 2026. Payments can be made in person, by placing them in the outside drop box, mailing them to the Treasurer’s Office, or by making payments online. You can scan the QR code below to access the online portal. We experienced a software issue with getting the Real Estate tax tickets to show the correct due date of June 5, 2026. Please contact our office if you feel you received a Real Estate tax ticket in error, you have a question about the amount due or if you no longer own the property.

CALL FOR INTERIM APPOINTMENT
TO COVINGTON CITY COUNCIL - DISTRICT 2

As a result of the untimely passing of Mr. Fred F. Forbes III, the Covington City Council must make an interim appointment to fill the District 2 seat on City Council in accordance with the provisions of Code of Virginia § 24.2-228.
The City of Covington is accepting letters of interest and resumes from individuals who wish to be considered for appointment to serve as the District 2 representative on City Council until the vacancy is filled in accordance with state law.
Individuals interested in serving must meet the following qualifications:
• Must be a qualified voter of the City of Covington.
• Must be a legal resident of District 2 within the City of Covington.
• Must maintain residency in District 2 throughout the term of service.
• Must be eligible to hold public office under the laws of the Commonwealth of Virginia.
• Must be willing and able to attend all regular and called meetings of City Council and fulfill the duties of the office.
• Applicants who currently serve on any board, commission, or committee appointed by the Covington City Council must resign from that position prior to being appointed to City Council.

Provider: Lanford Brothers Company, Inc.
Purpose: Procurement of Non-Professional services to repair/replace Oak Wedge blocking under the Rayon Bridge. This has been a critical recommendation by our bridge inspection firm (Mattern & Craig) and per VDOT and the FHWA if the repairs are not made it could result in the closure of the bridge all together. The cost of project estimated to be $ 38,000.00 and will be updated if necessary.

Alleghany County Transfer Station usage for City Residents

Effective August 1, 2025

The City of Covington would like to make residents aware that effective Friday, August 1, 2025, if you personally take refuse to the Alleghany County Transfer Station, you will be responsible for any and all fees.

Residential Charges @ Island Ford Transfer Station as of August 1, 2025

0 - 1/4 ton =

1/4 ton - 1/2 ton =

 $   50.36

         

1/2 ton - 3/4 ton =

 $   75.53

         

3/4 ton - 1 ton =

 $ 100.71

         

For car tires, the charge will be $2.00 each.

     

For truck tires, the charge will be $4.00 each.

     

For appliances, the charge will be $10.00 each.

     

City residents will need to supply the transfer station with their current

 

address for billing purposes.

 

The City of Covington will bill City residents for these services and payment can be made to the City via mail or at the City’s Treasurer’s Office.

         

The City of Covington’s refuse trucks will still pick up your refuse on your normal day.
