Accessibility & ADA Commitment

Last updated: May 14, 2026

The City of Covington (the City) is committed to providing residents, businesses, and visitors with equal access to information, services, and programs through its websites and digital services.

Accessibility Standard & Commitment

The City is working to ensure that its web content and mobile applications are readily accessible to and usable by individuals with disabilities, consistent with the Americans with Disabilities Act (ADA) and related federal regulations for state and local governments. These regulations reference the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA as the technical standard for accessible digital content.

Where feasible, the City’s goal is for new and significantly updated web content under its direct control to conform to WCAG 2.1 Level AA.

This commitment covers:

  • The primary City website: covington.va.us
  • Any official subdomains operated by the City
  • Mobile apps and online forms that the City manages for public programs and services

Ongoing Efforts & Legacy Content

The City is actively:

  • Reviewing key pages and online services for accessibility issues
  • Updating templates and components to meet WCAG 2.1 AA where feasible
  • Working with its web developer and vendors to improve accessibility over time

Some older content, documents, and third‑party tools may not yet fully conform. Certain archived materials retained for recordkeeping may not be remediated unless needed for active use. When possible, the City will provide accessible alternatives upon request.

Third‑Party Content

The City’s websites may include content or services hosted by third parties (for example, payment processors, maps, or embedded widgets). While the City encourages these providers to meet accessibility standards, it does not control their code and cannot guarantee their conformance. When notified of an accessibility barrier involving third‑party content, the City will work in good faith with the provider to seek a solution or offer an alternative way to access the service.
