On November 10, 2023 at approximately 12:20am, the Covington E-911
Emergency Dispatch Center received a report of an individual with a gunshot
wound on the 300 Block of East Prospect Street, in addition to multiple 911 calls
reporting shots fired in the area. Responding Officers located an adult male with
what appeared to be a single gunshot wound, as well as additional injuries.
Covington EMS transported the male subject to Lewis Gale Alleghany for
treatment. Preliminary information indicated that this incident started as a verbal
disagreement that turned physical, which ultimately resulted in a gun battle
involving multiple weapons. Officers and Investigators spent approximately seven
hours securing the scene, collecting evidence, and interviewing witnesses. In
addition to the initial investigation, subsequent evidence was obtained and on
11/14/2023 Intel J. Allen (Top Left) was arrested for his involvement in the
incident. Additional warrants were obtained on 11/20/2023 for Troy L. Helton Jr.
(Top Right) and Mark E. Hunter (Bottom Right), who were arrested the same day.
Deandre L. Burks (Bottom Left) surrendered to authorities on 11/27/2023. All
suspects have been arraigned and are currently being held in the Alleghany
Regional Jail without bond. Additional details about what led to the altercation and
shooting are unavailable at this time due to the ongoing investigation. Additional
charges are pending and subsequent arrests are forthcoming.

The Covington Division of Police, along with the City of Covington
Administration strongly condemns acts of this nature and will work diligently to
investigate and identify all bad actors and move to prosecute all involved to the
fullest extent of the law.

Anyone with information about this incident is asked to call (540)965-6333 and
request to speak to Detective Sergeant Baker. You can also message our
