
Covington A League Basketball Rules and Regulations
- Any 5th grader through 13 years of age may play “A” League Basketball. Any boy who has reached his 14th birthday before October 1 is ineligible to play. No boy in the 8th grade will be eligible to play.
- The coach must be 18 years of age.
- If a player is caught by a coach drinking, cursing, smoking, using drugs, using abusive language, or doing anything illegal, the coach may suspend him/her from the team permanently. Covington Recreation Department must be informed prior to dismissal.
- Starting in 1983-1984 season if any player fails, he/she cannot play the following year on any “B” or “A” League Basketball team. Note: Recreation Director upon consultation with parent and school officials has the authority to allow student/athlete to play, if after meeting with school officials deemed in best interest of student/athlete.
- Each game will consist of four (4) six (6) minute quarters. Overtime period will be 3 minutes.
- Play-offs: Coach for All-star team will be the first place regular season champion.
- Neither the league nor any of its members shall be responsible for injuries received during the activities.
- The judgment of the officials shall be final except in the case of eligibility.
- Players must go through the draft. Any player moving into the area after the draft must contact the Covington Parks and Recreation Department who, in turn, will contact the coach with the next draft choice.
- Games will start promptly at the scheduled time of play.
- Teams will receive 5-minute rest period at half time.
- Three (3) one minute time-outs and two (2) twenty second time-outs per game. Player or coach can call time outs.
- Each player is allowed 5 personal fouls per game.
- At all times, when substituting, the substitutes shall report to the official scorer.
- All players are urged to leave valuables at home.
- Each player is to furnish his own shoes and socks.
- It is required by the Covington Parks and Recreation Department that all players who participate in Youth League Basketball, play in every game at least 2 minutes of each half.
- Players are to leave their own basketballs at home. It not, they will be confiscated as they enter the gym.
- Players in marked lane spaces will be able to move into the lane when the ball is released by the free-throw shooter beginning with the 2014-2015 high school basketball season. Previously, players could not release until the ball touched the ring or backboard or until the free throw ended.
- NOTICE TO PARENTS: The uniform used by your child is to be returned to the Covington Parks and Recreation Department or Coach (CLEAN) as soon as the season is over.
- If the uniform is not turned into the coach or Recreation Department at the end of the season, the player will not be allowed to play in any Recreation Department activities until it is turned in.
- Once a player is drafted on an “A: League team, he/she will not be released to play for another team. All players must play for the team drafted on or not play in the Covington Youth Basketball “A” League.
- If a player lives in the county and goes to a city school, or if a player lives in the city and goes to a county school, he/she is eligible to play in the city basketball league.
- Brothers must be drafted by second round. Sons of coaches will be treated the same, unless coach has sons/family members coming into league then they must be chosen first and second.
- Any coach that gets off the bench and abuses the officials will automatically give a 2 shot technical foul to the opposing team.
- You must have 4 players to start a game.
- There will be a 3-point shot in “A” League.
- The UNIFORM – pants are to be pulled up, and the shirt tucked in. Those who wish to pull their pants down will receive 1-warning, 2-technical and 3-ejection.
- No jewelry of any kind (including earrings) will be permitted during games and coaches should encourage children not to wear jewelry during practice. This rule is for safety purpose and includes officials.
- It is recommended that coaches review this sheet with players and parents.
